Even though the number of fatalities went up and down, the number of miles we travelled increased. This means that increasing safety compensated for the extra miles. Otherwise the fatalities would have gone up.
Difficult to say. The fatalities go down, even though the miles travelled is still increasing. Rear seat belts have probably helped but things like better design, new materials, improved training and advances in safety technology will all contribute.
